One rule shapes the whole thing: whoever builds a thing, a different model family verifies it, and no seat reviews the seat it reports to. The roster that declares those lines is machine-checked, so an illegal roster fails the build. Whether a given run obeyed it is a separate control, and that one is not built yet.
